hi — Jean C Hamilton said it looks like it had a rope around it – could be what we called “bumpers” for a boat. They hung down over the side of the boat to protect it from bumping against the dock when it was tied up.

It is about as hard as a boat. If it is a bumper, I wonder why the rope was tied around it rather than through it
